Abstract: Some introductory ideas on Europe and Empire. The European imperial tradition dates back to the Roman Empire, which then divided Eu-rope into western und eastern parts. The fundamental principles inspiring the common institutions of all Europe were derived from this historical background. West: the imperial renewal was the Holy Roman Empire; it is founded on the distinction between the two powers of the Church and of the Empire. East: by supremacy of Russia, the model dates back to Roman-Byzantine empire, which is instead founded of the convergence of both powers. If Europe wants to recover its cultural and political customs will have to find the right balance between the two West-East civilizations, now each other in conflict.
